There has always been a rumor about ninjas in club penguin, and quite frankly, there were! In older versions, you could be a ninja by buying the cclothes and weapons. Supposedly, people were to rough with them, or inappropriate, and they took it away! I will give you some pics:

This picture is fake. its a edit by Wwe Adam. The Ninja Outfit is not out yet, so it is impossible to get. Ninjas where around in Penguin Chat 3 (A game made by Rsnail as a Club Penguin prototype). A beta tester called JaMeS has the Ninja Outfit. This picture is real.
When Club Penguin was released, some people thought they could hack some items. JaMeS hacked the Ninja Belt. You can-not do this hack anymore, but it is illegal and you will get ban forever. Heres what the Ninja Belt and Ninja Mask looked like in your Inventory.
Ninjas are not in Club Penguin yet. Waiting in the Dojo for 30 minutes or any other secret people have said are all fake. The Ninjas on Club Penguin, people say they see, are just shadows. There’s no way to become a Ninja yet.
